Jessica’s practice focuses on trade remedy actions, including antidumping and countervailing duty matters before the US Department of Commerce and the US International Trade Commission. She also advocates for clients in related litigation before the US Court of International Trade and the US Court of Appeals for the Federal Circuit.
Client Work
- Represent clients in antidumping and countervailing duty proceedings before the US International Trade Commission, the US Department of Commerce in administrative proceedings, and US Court of International Trade, and US Court of Appeals for the Federal Circuit, as well as dispute settlement panels before the North American Free Trade Agreement (NAFTA) and the World Trade Organization (WTO).
- Provide guidance to help clients navigate complex trade policy issues, including Section 201 global safeguard actions, Section 232 national security duties, and Section 301 duties.
- Advise and counsel clients regarding the nuances of compliance with the Department of Commerce’s Suspension Agreements.
- Assist clients on their import compliance, including providing guidance related to matters before US Customs and Border Protection, such as prior disclosures and protests.
Previous Work
Prior to joining ArentFox Schiff, Jessica worked as an attorney in the Department of Commerce’s Office of the General Counsel for Trade Enforcement and Compliance. There she advised clients in the International Trade Administration on statutory and regulatory requirements during antidumping and countervailing duty proceedings. She practiced before the US Court of International Trade, the Court of Appeals for the Federal Circuit, NAFTA, and the WTO, defending the International Trade Administration’s administrative determinations.
Professional Activities
Jessica is a member of the American Bar Association, International Law Section. She is also a member of the Association of Women in International Trade – Programming Committee, focusing on Agriculture, Energy & Environment, and the Customs and International Trade Bar Association – Young Lawyers Committee.
