Reed enjoys working on policy because of the frequent updates and changes, and pointed out how much federal regulation on privacy has changed since the early ‘90s, well before the internet was widely used.
“Privacy was originally mostly a Section 5 [of the Federal Trade Commission (FTC) Act] issue,” he said. “Now with the GDPR and five state laws modeled after it, you have a code-based privacy regime. And technology is always evolving that makes every day different.”
Reed’s interest in consumer protection issues began during a criminal defense case early in his career. He later spent a year as an FTC lawyer before joining private practice. For two years, Reed held the post of chief privacy officer and vice president for legislative and regulatory affairs at the Claria Corp, a software company credited with inventing behavioral marketing.
