“With the stalemate on Capitol Hill, we expect the administration to continue to leverage its administrative authority to push for reform, with particular focus on reshaping the Medicaid program,” wrote David. “Indiana’s Medicaid program, which features health savings accounts and subscriber contribution requirements, offers an example of a conservative safety net health-care program the current administration has endorsed.”
David goes on to explain how the state chose to use a “State Innovation Waiver” to expand Medicaid: “If states meet specific requirements, HHS can waive certain Medicaid regulations and allow the states to operate state-specific Medicaid programs. Indiana’s program operates under one of those waivers.”
