Arent Fox Announces 2014 Promotions to Partner and Counsel
Washington, DC — Arent Fox LLP is proud to announce the election of 11 new partners and two new counsel, effective January 1, 2014. The new partners include Karen M. Ancharski, Joseph P. Bowser, Michael Fainberg, David S. Greenberg, Juliana I. Haydoutova, Yelee Y. Kim, Ross Q. Panko, Rachel J. Richardson, and Jackson David Toof. Lauren Tabak Fass and David Salkeld were promoted to counsel.

The Firm’s Newest Partners
Karen Ancharski was an associate in the firm’s Real Estate practice and the firm’s Long Term Care & Senior Living group. She represents firm clients ranging from privately held companies to publicly traded Real Estate Investment Trusts in all aspects of commercial real estate transactions. Ms. Ancharski regularly counsels purchasers, sellers, developers, and managers on purchase and sale transactions, joint venture transactions, sale-leaseback transactions, and acquisition financing, construction financing, and loan modification transactions. She received her JD from The George Washington University Law School.
Michael Fainberg was an associate in the Intellectual Property practice. He has over 12 years of experience advising clients in the areas of protection, transfer and enforcement of intellectual property (IP) in the United States and abroad. He works with entrepreneurs, high-tech startups, and multinational technology corporations to identify and protect their IP assets, such as patents, trademarks, and copyrights. Having a Russian background, Mr. Fainberg extensively counsels Russian companies with respect to protection of their intellectual property rights in the US. He received his JD from New York Law School.
David Greenberg was an associate in the Health Care practice. Mr. Greenberg focuses on counseling health care clients on regulatory issues related to the Affordable Care Act, the False Claims Act, the Anti-Kickback Act, the Stark Laws, state licensure, self-disclosures, reimbursement and payment, and participation in Medicare, Medicaid, and other government health care programs. He is experienced in conducting internal investigations and representing health care companies in state and federal audits, enforcement actions, False Claims Act investigations, and litigation. Additionally, Mr. Greenberg represents health care providers embroiled in significant reimbursement disputes and litigation with managed care companies, health insurers, third-party administrators, FEHB plans, and employer-sponsored health plans. Mr. Greenberg received his JD from University of Maryland School of Law.
Juliana Haydoutova was counsel in the firm’s Intellectual Property practice. She specializes in developing and executing global worldwide patent protection and enforcement strategies for a wide variety of clients. Ms. Haydoutova is skilled in all aspects of preparation, prosecution and enforcement of patents. She has extensive experience in the areas of communications, mobile technologies, medical devices, and computer implemented and Internet-based inventions. Ms. Haydoutova is also experienced with global IP client counseling, analyzing patent portfolios for inbound and outbound licensing, and due diligence transactions.
Dr. Yelee Kim was an associate in the Intellectual Property practice where she specializes in the pharmaceutical, chemical, biotechnology, and medical device arts. Her practice consists primarily of patent prosecution, patent litigation, opinion work, and client counseling. Dr. Kim works closely with domestic and international companies, from startups to large corporations, especially in the areas of pharmaceuticals, nutraceuticals and dietary supplements, chemicals, medical devices, and sportswear. She received her Doctor of Pharmacy from University of Maryland and her Juris Doctor from University of Maryland School of Law.
Ross Panko was an associate in the Intellectual Property practice. He has extensive experience in intellectual property litigation, counseling, and transactions. His litigation experience includes the representation of clients in trademark, copyright, patent, trade secret, and false advertising cases in federal and state courts and administrative venues. Mr. Panko counsels clients in a wide range of industries, including media and entertainment, computer software, consumer electronics, food, and publishing. He regularly counsels clients on domestic and international trademark and copyright issues, including the clearance, prosecution and enforcement of trademarks, and the licensing and protection of copyrighted works. Mr. Panko received his degree from University of Maryland School of Law.
Rachel Richardson was an associate in the Corporate & Securities practice. She counsels clients in the real estate, hospitality, technology, and health care industries on both corporate and real estate transactions. She represents clients in the negotiation of all types of commercial agreements and advises nonprofit clients on the formation and operation of nonprofit entities. She also represents purchasers, sellers, and developers in the acquisition, sale, and financing of commercial real estate. Ms. Richardson received her JD, magna cum laude, from American University, Washington College of Law.
Jackson Toof was an associate in the Complex Litigation practice where he regularly focused on complex business litigation and has represented both plaintiffs and defendants in a wide range of commercial matters. Mr. Toof has been involved in all aspects of bankruptcy and financial services litigation, including pursuing and defending actions on behalf of creditors, and has handled all aspects of litigation enforcing indentures and the rights and remedies of indenture trustees. He also has experience defending and pursuing actions in numerous areas, including a variety of business tort, contract and real estate actions, probate litigation, False Claims Act/Qui Tam, and healthcare matters, as well as criminal and white-collar criminal defense. He received his JD from American University, Washington College of Law.

Lauren Tabak Fass was an associate in the Health Care practice where she counsels clients on both transactional and regulatory matters in health care transactions. Ms. Fass has worked with a wide range of providers and suppliers, including skilled nursing and assisted living facilities, general and specialty hospitals, home health and hospice providers, dialysis companies, and durable medical equipment suppliers. She has handled financings, joint ventures, facility leases, management contracts, and operations transfers as well as healthcare regulatory and corporate due diligence, fraud and abuse counseling and coordination of change of ownership procedures. She received her JD from The George Washington University Law School.
David Salkeld was an associate in the International Trade practice and focuses primarily in the area of customs regulations and compliance. His client work covers a range of traditional customs issues, including classification, valuation, entry, country of origin marking, binding rulings, protests, customs penalties and other enforcement actions. He assists clients in preparing for government customs audits and developing import compliance programs. Mr. Salkeld also counsels clients on trade remedies and export compliance and sanctions. He received his JD from The George Washington University Law School.
